While the mountainous areas of Virginia and West Virginia are prone to flooding,
the eastern seaboard of Virginia and Maryland are always under the threat of a major hurricane such as the devastating Katrina in 2005.
During a flood, utilities can be disrupted and outages can prolong the suffering of the residents of the affected area for days or even months.

Often, critical utility structures such as valves, manholes and fire hydrants need to be located to protect and/or redirect the utility system.
An RTK-Net reference station infrastructure provides first responders accurate reference data to pinpoint the location of critical structures.
Because survey ground control is not needed, responders can recover facilities quickly.
Once the flood waters have receded, utility structures are often buried in mud.
By utilizing a Leica RTK GPS rover or SmartStation, it is possible to determine the depth of excavation required to find the utility structures,
thus expediting restoration of the utility to the citizens.
